Abstract

This article aims to present a comprehensive conceptual construction of Islamic Religious Education (PAI) as a foundation for character building and quality human resources. The phenomenon of moral decadence among students, which threatens civilization, underscores the urgency of this study. Using a qualitative-descriptive literature study method, this research analyzes the convergence of the meaning of PAI from general, Islamic philosophical (Tarbiyah, Ta'lim, Ta'dib), and national regulatory perspectives. The findings reveal that the essence of PAI is an integral educational process aimed at forming the insan kamil—a paripurna (perfect) individual who is faithful, knowledgeable, and possesses noble character—to act as rahmatan lil 'alamin (a mercy to all worlds). To achieve this goal, PAI has comprehensive strategic functions and is supported by three robust pillars: juridical (Pancasila and the 1945 Constitution), religious (the Qur'an and Hadith), and socio-psychological. The main conclusion of this research is that PAI is not merely a school subject but a systematic civilizational project for building national character and realizing the ideal of Indonesia's superior human resources. These findings provide comprehensive conceptual insights for the development of theory, policy, and practice in Islamic Religious Education.
